Big news for Plano — and for North Texas homeowners watching the area: on November 3, Plano voters will decide Proposition A, a measure tied to the Dallas Stars’ proposed $3 billion sports and entertainment district at The Shops at Willow Bend.
The plan centers on a new arena, estimated at around $1 billion, that the city would own. Plano has pledged to contribute up to $700 million toward it. Proposition A would authorize five venue-related taxes to help fund it:
- Short-term rental car tax of up to 5%
- Hotel occupancy tax increase of up to 2% (for a maximum combined rate of 15%)
- Event parking tax of up to $3 per vehicle
- Admissions tax of up to 10% of the ticket price
- Venue facility use tax of up to $5,000 per game on visiting major league teams
City officials say the taxes would largely be paid by out-of-town visitors, could generate up to $900 million, and would not raise property taxes. The plan has also drawn opposition, with critics raising questions about infrastructure costs and traffic around the site.
Early voting is already underway ahead of the November 3 election — so if you live in Plano, this is one to watch.
Why it matters for homeowners: a project of this scale at Willow Bend could reshape the surrounding area for years to come, which is why we’re keeping an eye on it for our Plano-area clients.
